Signature Authority Delegations for Contracts for the Purchase of Goods and/or Services

General Notice: Only the individuals listed on this website are duly authorized signatories with authority to bind the University to agreements for the purchase of goods and services. Additionally, only such individuals have authority to accept electronic (e.g. click-through) agreements on behalf of the University. Contracts, including electronic agreements, signed and/or accepted by other employees or agents of the University shall not be binding on the University.

* All documents/contracts must be processed in accordance with University Procedures, including legal review by the Office of the General Counsel, as applicable. Also, the authority outlined is subject to applicable provisions of law, policies, and regulations of the Florida International University Board of Trustees, and is for implementation of approved programs of the University.

**Sub-delegations that are authorized under this Chart are subject to the condition that the delegator institutes appropriate measures of control over the exercise of this power and provided the sub-delegations are recorded with the General Counselís Office.

University President

Dr. Mark B. Rosenberg
The President was provided with authority to enter into contracts on behalf of the FIU BOT which are necessary to effectuate all programs and actions approved by the BOT in its approval of the yearly budget. [9-2-2003 BOT Resolution].

To approve, execute, and administer all contracts that are typical for a University CEO to execute, for and on behalf of the FIU Board of Trustees, including, but not limited to, the acquisition or provision of commodities, goods, equipment, and services; the license or lease of real or personal property to or from the University, and the planning and construction of facilities.

To negotiate, enter into, and execute research contracts, to solicit and accept research grants and donations; and to fix and collect fees, other payments, and donations that may accrue by reason thereof. The President may negotiate, enter into, and execute contracts on a cost-reimbursement basis and may provide temporary financing of such costs prior to reimbursement from moneys on deposit in a sponsored research development fund, except as prohibited by law.
Senior Vice President, External Relations

Ms. Sandra Gonzalez-Levy
Up to and including $500,000 per contract for the areas of External Relations.
Senior Vice President, University Advancement

Mr. Howard R. Lipman
Up to and including $500,000 per contract for the areas of Advancement.

Authority to approve and execute all amendments, addenda, and related changes to purchase orders for University Advancement (and to sign all documents related thereto) related to Master Agreements that have been signed by the University President or his delegate even when such amendments, addenda and change orders, as applicable, exceed the $500,000 authority previously delegated by the University President.
Vice President, External Relations

Ms. Terry Witherell
Up to and including $500,000 per contract for External Relations. This Authority shall be exercised only when the Senior Vice President for External Relations is absent from the University.
General Counsel

Ms. Kristina Raattama
Up to and including $500,000 per contract.

Authority to approve and execute all documents necessary to effectuate all programs and actions of the University (and to sign all documents related thereto).
 PROVOST / ACADEMIC AFFAIRS
Provost and Executive Vice President

Dr. Kenneth G. Furton
Up to and including $1,000,000 per contract for all contracts related to the duties of the Universityís Provost and Executive Vice President.
Vice Provost, Academic Affairs

Dr. Elizabeth Bejar
Up to and including $250,000 per contract for Academic Affairs.
Chief Information Officer and Vice President of Information Technology

Mr. Robert Grillo
Up to and including $250,000 per contract for the Division of Information Technology.

Authority to approve and execute all amendments, addenda, and related changes to purchase orders for the Division of Information Technology (and to sign all documents related thereto) related to Master Agreements that have been signed by the Provost or his delegate even when such amendments, addenda and change orders exceed the $250,000 authority previously delegated by the Provost.
Vice President, Student Affairs
